La Ligne Fine – Institut is pleased to highlight the publication by the Human Development Research Initiative (HDRI) of the work carried out within the framework of the Youth-Led Monitoring for a Resilient Digital France (YLM-RDF) project.

YLM-RDF is a project led by the Human Development Research Initiative (HDRI), funded and supported by ECAS – European Citizen Action Service through the EURECA Plus 2026 programme. The project examines the implementation of France’s National Digital Decade Roadmap using the Civic Monitoring Methodology Framework developed by ECAS.

The published work addresses several dimensions of France’s digital transformation, including digital skills, digital inclusion, territorial inequalities, access to digital public services, as well as the participation of young people and civil society in digital policymaking.

Alek UMONT, President of La Ligne Fine – Institut, contributed to this work as a Consultant Researcher with HDRI, alongside Killian PAPELARD, as part of the civic monitoring of France’s National Digital Decade Roadmap.

The work notably involved assessing national measures against the European Union’s Digital Decade objectives for 2030, analysing their level of implementation, conducting documentary and territorial research, and examining the gaps that may remain between national public policy ambitions and citizens’ lived experiences.

La Ligne Fine – Institut is pleased to contribute to the dissemination of this work and, more broadly, to see its relationship with HDRI continue to develop. The exchanges initiated over the past few months have revealed many areas of convergence between our two organisations and opened up particularly exciting prospects. There is no shortage of projects or ideas, and we look forward to maintaining this momentum and imagining new collaborations together in the months and years ahead.
